NEW DELHI, October 8 — The Ministry of Mines on Thursday operationalized the fourth tranche of sovereign e-auctions for critical and strategic minerals, inviting competitive bids for 21 commercial exploration and mining blocks spanning Lithium, Cobalt, Nickel, Titanium, Tantalum, and Rare Earth Elements (REEs).
According to the official auction portfolio published on the MSTC electronic bidding portal, the blocks are distributed across eight mineral-rich jurisdictions: Arunachal Pradesh, Chhattisgarh, Jharkhand, Karnataka, Odisha, Rajasthan, Tamil Nadu, and Uttar Pradesh. Exercising statutory prerogatives conferred under the landmark Mines and Minerals (Development and Regulation) Amendment Act, 2023, the Central Government directly administers the concessioning of 24 declared strategic minerals to prevent private cartelization and insulate national semiconductor and EV battery supply chains from foreign export embargoes.
The Mines Secretary highlighted that the current tranche incorporates both Composite Licences (CL) for prospecting-to-extraction transitions and specialized Exploration Licences (EL) designed to incentivize deep-seated reconnaissance ventures. The structured bidding regime builds upon the successful allocation of 14 strategic blocks finalized across the prior three bidding cycles, mobilizing substantial private risk capital into sovereign sub-surface geophysical exploration.
Critical mineral geopolitics, the MMDR Amendment Act of 2023, the US-led Minerals Security Partnership (MSP), and the transition toward battery-storage and renewable supply chains are central themes in UPSC Civil Services (GS-I: Economic Geography and GS-III: Energy Security). Aspirants should note that the Ministry of Mines notified an official list of 30 Critical Minerals essential for national economic and national security in 2023, and India was inducted as a formal member into the elite multilateral Minerals Security Partnership (MSP) in June 2023.
