NEW DELHI, October 18 — The Ministry of Mines launched the fifth commercial tranche of electronic auctions for 21 critical and strategic mineral blocks on Sunday, accelerating domestic raw material self-reliance for clean energy and high-tech manufacturing.
The auctioned inventory encompasses blocks containing Lithium, Cobalt, Graphite, Nickel, Titanium, and Rare Earth Elements (REEs) spread across Jammu & Kashmir, Odisha, Tamil Nadu, Chhattisgarh, and Karnataka. Significantly, the tranche includes three maiden offshore seabed mineral blocks following the notification of the Offshore Areas Mineral (Development and Regulation) Amendment Act.
Mines ministry officials noted that awarding Exploration Licences (EL) and Composite Licences (CL) to private and public mining enterprises will secure vital supply chains for domestic electric vehicle batteries, semiconductor fabs, and defence aerospace components, insulating India against geopolitical export embargoes.
Statutory reforms under the MMDR Amendment Act 2023 delisting critical minerals from atomic mineral categories, the mandate of Khanij Bidesh India Limited (KABIL) securing overseas lithium assets in Argentina and Australia, and the National Critical Minerals Mission are foundational for UPSC GS-I (Geography) and GS-III (Economy).
