WASHINGTON D.C., October 12 — National Security Advisors of India and the United States on Monday concluded the landmark review of the U.S.-India Initiative on Critical and Emerging Technologies (iCET 2.0) in Washington, inking strategic bilateral pacts across critical mineral supply chains, commercial semiconductor packaging, Open-RAN telecom, and defense co-production.
Highlighting industrial milestones, the principals finalized the commercial execution agreement between General Electric (GE Aerospace) and Hindustan Aeronautics Limited (HAL) for an unprecedented 80 percent domestic technology transfer to manufacture GE F414-INS6 afterburning turbofan engines in Bengaluru to power India’s Tejas Mk-1A and Tejas Mk-2 fighter jets. Furthermore, a bilateral Critical Minerals Partnership was inked under the Minerals Security Partnership (MSP) to jointly finance cobalt, lithium, and rare-earth processing facilities across partner nations.
In the aerospace domain, both sides confirmed that the Axiom-4 joint astronaut mission will transport an ISRO 'Gaganyatri' to the International Space Station (ISS) in late 2026, alongside joint deployment of the NISAR radar satellite from Sriharikota.
The foundational pillars of the India-US strategic partnership (the four foundational defense pacts: GSOMIA 2002, LEMOA 2016, COMCASA 2018, and BECA 2020), the institutional architecture of iCET (launched in January 2023), the INDUS-X defense acceleration bridge, the Minerals Security Partnership (MSP), and gas turbine aerospace metallurgy are high-yield syllabus areas across UPSC Civil Services (GS-II: Bilateral Treaties & GS-III: Defense Technology).

2.0' (Initiative on Critical and Emerging Technologies - iCET)
