NEW DELHI, October 12 — The Ministry of Railways on Monday sanctioned capital contracts totaling ₹5,600 crore to install the next-generation RDSO-certified Automatic Train Protection (ATP) system 'Kavach 4.0' across 10,000 route kilometers of congested trunk railway lines, accelerating zero-collision fail-safe coverage nationwide.
According to engineering specifications released by the Railway Board, the new deployment tranches will equip the high-density Golden Quadrilateral freight and passenger arteries connecting Delhi-Chennai, Mumbai-Chennai, Howrah-Chennai, and Bengaluru-Hyderabad. Kavach 4.0 incorporates ultra-reliable direct 5G-LTE-R and RFID trackside readers alongside optical fiber backhauls, enabling cab signaling in dense fog, automatic braking to prevent Signal Passed at Danger (SPAD), and dynamic collision avoidance for trains operating up to 160 km/h.
Concurrently, over 3,000 electric locomotives are being fitted with dual-redundant on-board Kavach processors. Railway leadership highlighted that Kavach has attained Safety Integrity Level 4 (SIL-4) international certification—representing a hazardous failure probability of less than one error in 10,000 years of operation—and is being positioned for export across developing Global South railway networks.
Technical specifications of Kavach (formerly Train Collision Avoidance System - TCAS, indigenously developed by the Research Designs and Standards Organisation in Lucknow), Safety Integrity Level (SIL-4) industrial safety standards, comparing Kavach against the European Train Control System (ETCS Level 2), and public railway capital financing via the Rashtriya Rail Sanraksha Kosh (RRSK) are high-priority syllabus topics for UPSC Civil Services (GS-III: Infrastructure & Technology) and technical engineering exams.
