MUMBAI, October 21 — The Securities and Exchange Board of India (SEBI) notified a dual regulatory reform package on Tuesday, introducing the 'Mutual Fund Lite' (MF Lite) framework for passive index schemes alongside a new Specialized Investment Fund asset class.
Designed to bridge the structural spectrum between retail Mutual Funds and Portfolio Management Services (PMS, which require a ₹50 lakh minimum ticket), the new asset class mandates a minimum investment threshold of ₹10 lakh per investor. The product permits regulated fund managers to deploy sophisticated investment strategies—such as inverse ETFs and long-short equity-derivative exposures—under strict risk-disclosure guardrails.
Simultaneously, the MF Lite regulations substantially lower net-worth requirements, compliance burdens, and trustee responsibilities for Asset Management Companies (AMCs) launching purely passive Exchange Traded Funds (ETFs) and index funds, lowering expense ratios for retail SIP investors.
The statutory powers of SEBI under the SEBI Act 1992, structural differences between Mutual Funds, PMS ( ₹50 lakh threshold), and Alternative Investment Funds (AIF ₹1 Crore threshold), and the mechanics of Exchange Traded Funds represent high-yield topics for SEBI Grade A, RBI Grade B, and UPSC GS-III.
