NEW DELHI, October 21 — The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister, approved upward revisions in the Minimum Support Prices (MSP) for all six mandated Rabi crops for the Rabi Marketing Season (RMS) 2027–28 on Tuesday.
Acting on the scientific cost assessments of the Commission for Agricultural Costs and Prices (CACP), the Cabinet raised the MSP for Wheat by ₹150 per quintal to ₹2,425 per quintal. To incentivize domestic oilseed and pulse self-sufficiency, the highest absolute increases were sanctioned for Rapeseed & Mustard at ₹300 per quintal (reaching ₹5,950/quintal) and Lentil (Masur) at ₹275 per quintal (reaching ₹6,700/quintal), alongside increases of ₹210 for Gram, ₹140 for Safflower, and ₹130 for Barley.
The Ministry of Agriculture affirmed that the revised support prices adhere strictly to the policy mandate of fixing MSP at a minimum of 1.5 times the all-India weighted average cost of production (A2+FL), yielding expected net returns over cost of 105% for wheat cultivators and 98% for mustard growers.
The institutional framework of CACP (established in 1965, recommending MSP for 22 mandated crops and Fair and Remunerative Price for sugarcane), distinctions between cost concepts (A2, A2+FL, and C2 formulated by the M.S. Swaminathan Commission), and procurement operations under FCI and NAFED are cornerstone topics in UPSC GS-III and NABARD exams.
