NEW DELHI, October 5 — The Ministry of Panchayati Raj has operationalized the nationwide rollout of the People's Plan Campaign (PPC) 2026 under the banner "Sabki Yojana Sabka Vikas," mobilizing over 2.55 lakh Gram Panchayats across the country to draft participatory, evidence-based Gram Panchayat Development Plans (GPDP) for the upcoming financial year.
Running through January 31, 2027, the campaign anchors grassroots planning in mandatory, open Gram Sabha assemblies. This iteration strongly emphasizes the Localization of Sustainable Development Goals (LSDGs) across nine foundational thematic vectors: poverty-free habitations, healthy villages, child-friendly villages, water-sufficient villages, and clean and green self-sustaining rural ecosystems.
Central officials highlighted that digital platforms—principally the unified e-GramSwaraj portal and the Meri Panchayat citizen app—ensure transparent public scrutiny of asset geo-tagging, expenditure tracking, and public procurement. Crucially, the Village Poverty Reduction Plans (VPRP) formulated by Deendayal Antyodaya Yojana-NRLM women's Self Help Groups (SHGs) are statutorily integrated into the final village council budgets.
Decentralized democratic planning, Panchayati Raj Institutions under the 73rd Constitutional Amendment Act (1992), and the Eleventh Schedule are high-yield subjects in UPSC GS Paper II (Polity & Governance).
