The elevation grants extensive managerial and financial autonomy to both state-run enterprises, empowering their corporate boards to sanction capital expenditures up to ₹1,000 crore, or 15 percent of their net worth on a single project, without prior Union Cabinet approval, alongside streamlined clearance for overseas joint ventures and technological consortiums.
Renewable Energy officials noted that SECI functions as India's premier Renewable Energy Implementing Agency (REIA), having auctioned over 65 GW of grid-scale solar, wind, and battery storage capacities, while SJVN has expanded beyond traditional Himalayan hydroelectric assets into mega cross-border transmission and renewable parks.
The regulatory criteria governing CPSE classification (Maharatna, Navratna, Miniratna Category-I and II under DPE guidelines), delegation of financial powers, the administrative restructuring placing DPE under the Ministry of Finance (2021), and clean energy financing models represent central topics across UPSC Civil Services (GS-III: Industrial Policy & Public Finance).
