NEW DELHI, October 18 — The Telecom Regulatory Authority of India (TRAI) submitted comprehensive policy recommendations on Sunday for the roll-out of 'National Broadband Mission 2.0' (NBM 2.0), charting a roadmap to deliver high-speed optical fiber connectivity nationwide.

The regulator proposed binding benchmarks mandating minimum fixed broadband speeds of 100 Mbps across all 250,000 Gram Panchayats and mobile broadband speeds of at least 50 Mbps by 2028. To accelerate physical execution, TRAI recommended standardizing Right of Way (RoW) approval timelines through the centralized GatiShakti Sanchar portal, capping municipal clearance levies, and encouraging common-duct utility sharing along national highways and expressways.

TRAI further recommended utilizing capital from the newly reconstituted 'Digital Bharat Nidhi' (formerly Universal Service Obligation Fund - USOF under the Telecommunications Act 2023) to finance last-mile Fiber-to-the-Home (FTTH) subsidised drops for rural government schools, primary health clinics, and rural post offices.

Statutory powers of TRAI under the Telecom Regulatory Authority of India Act 1997, the dispute resolution role of TDSAT, implementation milestones of the BharatNet project, the legal transition of USOF to Digital Bharat Nidhi, and 5G/6G policy frameworks are prominent themes in UPSC GS-II and GS-III.
