NEW DELHI, October 7 — The Telecom Regulatory Authority of India (TRAI) on Wednesday notified sweeping penal amendments under the Telecom Commercial Communications Customer Preference Regulations (TCCCPR), mandating telecom service providers (TSPs) to enforce comprehensive disconnection of all telecom assets assigned to commercial entities transmitting unsolicited spam calls via standard 10-digit consumer numbers.
Under the binding regulatory directive, any unregistered commercial entity or telemarketer found transmitting promotional voice calls or commercial bulk SMS communications without using authorized '140' or '160' enterprise headers will face immediate blacklisting. Access providers—including Reliance Jio, Bharti Airtel, Vodafone Idea, and BSNL—are statutorily directed to disconnect all telecom resources (encompassing enterprise SIP trunks, secondary mobile lines, and fixed-line broadband connections) registered under the offending entity's PAN for a mandatory blacklisting period of up to two years.
TRAI also mandated that telecom operators deploy real-time artificial intelligence-driven network telemetry to detect anomalous intra-day outbound calling volumes characteristic of robotic dialers. Operators must log citizen grievances lodged via the national Do-Not-Disturb (DND) application and execute end-to-end compliance verification within 24 hours of notification.
