17 | Public services and employee allocation

Part VIII addresses officers and employees serving the existing state. A bifurcation needs personnel for both successor administrations, continuity of service and rules for allocation and pay or pension obligations. All-India Services have cadre provisions distinct from state cadres; judicial, police and departmental personnel may follow different statutory and administrative channels. A posting, provisional allocation and final allocation should not be treated as one event.

For a police-exam candidate, the subject is practical as well as legal. A shared 2014 training centre or seniority list does not mean current AP Police recruitment is controlled by Telangana. Read the applicable recruitment notification for present eligibility. The Reorganisation Act explains transition, while subsequent service orders implement it. An individual officer's case may involve litigation or revised allocation; do not infer it from a general population ratio. Pensions for pre-division service require careful allocation under the Act and its schedules.

Worked example: An officer was recruited for the undivided state and posted in a district after 2014. Public-service allocation rules determine cadre placement, while an individual posting order determines a workplace. A temporary duty in Telangana does not itself decide permanent allocation to Telangana. Identify the cadre, competent allocation authority, option process and final order before answering an employee-allocation case.
