The original Section 5 made Hyderabad the common capital of Telangana and AP for a period not exceeding ten years from the appointed day. After that period, Hyderabad would be Telangana's capital and AP would have a new capital. The common-capital area referred to the Greater Hyderabad Municipal Corporation area. “Common capital” was a transitional arrangement, not a transfer of Hyderabad's territorial sovereignty to AP. The ten-year limit ended in 2024.
The 2026 parliamentary amendment changed Section 5(2) to name Amaravati as AP's new capital. It is deemed effective from 2 June 2024. The official Gazette is decisive for the present statutory wording. Older exam material may correctly quote the original sentence but is incomplete for a 2026 current-law question. Also distinguish the capital named in law from the physical completion of government buildings; an enacted provision does not prove every building is finished or occupied.
Worked example: Suppose an MCQ says Hyderabad remained a permanent joint capital because an AP office still used a Hyderabad property after 2024. Section 5 fixed a common-capital period of no more than ten years; an office or asset issue is separate from legal capital status. The 2026 amendment names Amaravati in Section 5(2), deemed from 2 June 2024. Property occupancy cannot extend the statutory transition period.
