28 | Education and health promises in the Schedule

The Thirteenth Schedule mentions steps to establish in successor AP one IIT, one NIT, one IIM, one IISER, one Central University, one Petroleum University, one Agricultural University and one IIIT. It also calls for an AIIMS-type super-specialty hospital-cum-teaching institution and a Tribal University in each successor State, among other items. These names are high-yield because an MCQ can ask what the Act provided, not where a campus is now located.

Do not convert every entry into the claim “the institution was fully built within the year.” Establishment can mean legal creation, temporary campus, admission start, permanent campus construction and mature operations on different dates. The institution's official website is needed for current location or functioning details. Also note that a Horticulture University entry relates to Telangana, so not every Thirteenth Schedule item is an AP-only promise. The Schedule's purpose is balanced development of both successor States while addressing AP's post-bifurcation infrastructure needs.

Worked example: An IIT, AIIMS and central university appear in a question about AP after bifurcation. First match each to the Act's institutional commitment, then check a current institution's own notice for campus and operating status. A temporary campus and an established institution are not identical facts, but a permanent building also need not be finished before classes begin. Keep legal creation, academic operation and campus construction separate.
