32 | Backward regions and the seven-district formula

Section 46(3) names Rayalaseema and north coastal AP for adequate incentives in a special development package. Older Union releases described seven backward districts: four Rayalaseema and three north-coastal districts in the pre-2022 district map. Do not move that historical seven-district label unchanged onto the 2026 28-district map. A current district split can divide the territory of an old district across multiple new administrations.

For an exam, distinguish “the regions named in the statute” from “the seven districts used in a particular 2014–17 grant scheme.” A financial release reported for the old geography may be valid for its date but cannot be allocated to current districts merely by renaming rows. The map plate marks broad regions as a study aid, not a grant ledger. In social-policy reasoning, the aim of backward-area support is infrastructure and economic opportunity, but measured results need their own indicator and time frame.

Worked example: Rayalaseema and north-coastal AP appear in the Act's backward-region context. Some policy records later use a seven-district formulation based on an older district map. Current AP districts have changed. If the question cites the older formula, answer with its historical district grouping and date; do not multiply it into 28 equal current-district grants without a formal allocation order.
