20 | Apex Council and river boards

Section 84 provides for an Apex Council for the Godavari and Krishna river water resources. It addresses policy-level issues such as project proposals and dispute resolution pathways. Section 85 directs constitution of two autonomous boards under central administrative control: the Godavari River Management Board and Krishna River Management Board. Under the Act, the GRMB headquarters is in Telangana and KRMB headquarters is in AP. That is a legal placement rule; always check a current office directory before giving a physical street address.

The boards administer, regulate, maintain and operate projects that the Union notifies, rather than every pond or canal in the basins. States remain central stakeholders. The technical problem may be a release schedule, deficit flow, safety or measurement. A map may show that water flows downstream, but it cannot answer how much each state is legally entitled to in a dry year. Read tribunal awards, board notifications and operational protocols for those questions.

Worked example: A dispute about a release from a common river system is attributed to one district Collector. The Act's Apex Council and river-management boards are interstate mechanisms with defined roles. A board does not decide every water-sharing right merely by operating a project. Separate policy coordination, operational oversight and tribunal allocation, then use the particular order governing the project.
