Section 90 declares the Polavaram Irrigation Project a national project. It says Union control of its regulation and development for irrigation is expedient in the public interest, deems Telangana's consent to have been given, and directs the Central Government to execute the project and obtain requisite clearances including environmental, forest, rehabilitation and resettlement norms. These four elements should be learned together. “National project” is a legal classification; it is not proof that the dam or distribution network was physically finished in 2014.
Polavaram lies on the Godavari system. Its construction affects irrigation, hydropower and flood management discussions, but Section 90's wording should not be casually rewritten as a promise to pay every conceivable associated expense.
