30 | Section 94: four distinct support measures

Section 94(1) calls for appropriate fiscal measures, including tax incentives, for industrialisation and growth in both successor States. Sub-section (2) addresses backward-area programmes and physical and social infrastructure. Sub-section (3) provides special financial support for essential facilities in AP's new capital: Raj Bhawan, High Court, Secretariat, Assembly, Council and other essential infrastructure. Sub-section (4) concerns facilitating new-capital creation through degraded-forest-land denotification if considered necessary.

Each clause has a different subject. A tax incentive is not a Polavaram reimbursement. A backward-region grant is not a Legislative Assembly building. An authority to consider denotification does not itself prove that forest land was denotified. When a question says “Section 94(3),” focus on capital facilities. When it says “94(1),” focus on fiscal measures for both states. The official Act is the strongest source for this division; later PIB answers can show dated implementation. The current Amaravati amendment names the capital in Section 5, not Section 94.

Worked example: Section 94 contains several support measures. A candidate who labels all four 'special status' loses the structure: fiscal incentives, backward-area measures, capital-facility assistance and conditional land arrangements are distinct. Build a four-row table with beneficiary, condition and evidence. The provision's wording controls the legal answer; releases and actual facilities must be established from later accounts or project files.
