NEW DELHI, October 2 — A High-Level Committee (HLC) chaired by the Union Home Minister on Friday approved infrastructure financial allocations amounting to ₹1,115 crore from the National Disaster Mitigation Fund (NDMF) to execute priority urban stormwater drainage and slope-stabilization projects across six vulnerable states.
According to the official communique issued by the Ministry of Home Affairs (MHA), the non-lapsable mitigation grants are directed to Assam, Bihar, Himachal Pradesh, Uttarakhand, Kerala, and Karnataka. Interventions encompass deep-seated bio-engineering slope stabilization along critical trans-Himalayan arterial corridors, automated early warning acoustic sensor networks detecting incipient debris-flow movements, and masonry retention dykes across perennial river floodplains.
MHA officials stressed that the dedicated disbursements underscore a systemic operational shift championed under Prime Minister's Ten-Point Agenda on Disaster Risk Reduction, prioritizing proactive risk mitigation over traditional post-disaster relief and restoration allocations. Project progress will be continuously monitored via geo-tagged satellite telemetry on ISRO's Bhuvan spatial portal.
The statutory architecture of the Disaster Management Act 2005 (establishing NDMA chaired by the PM, SDMAs, and DDMAs), the institutional bifurcations introduced by the 15th Finance Commission between Response Funds (NDRF/SDRF) and dedicated Mitigation Funds (NDMF/SDMF), the Sendai Framework for Disaster Risk Reduction (2015–2030), and landslide zonation mapping are fundamental topics across UPSC Civil Services (GS-III: Disaster Management) and State Administrative exams.
