NEW DELHI, October 11 — The Ministry of Home Affairs (MHA) on Sunday sanctioned the release of a ₹2,400 crore capital tranche under the Centrally Sponsored 'Vibrant Villages Programme' (VVP), accelerating all-weather road connectivity, off-grid renewable energy, and livelihood infrastructure across 662 priority border villages situated along India's northern frontier.
Spanning 46 border blocks across 19 districts in four states—Arunachal Pradesh, Sikkim, Uttarakhand, and Himachal Pradesh—and the Union Territory of Ladakh, the ₹4,800 crore flagship program (incorporating ₹2,500 crore earmarked specifically for border road connectivity executed by the Border Roads Organisation and CPWD) aims to reverse out-migration by transforming sparsely populated frontier settlements into self-sustaining economic hubs.
Reorienting administrative nomenclature from 'last villages' to India's 'first villages', the VVP framework deploys district-level action plans centered on 'One Village-One Product' (OVOP) handicrafts, eco-tourism homestays, 4G/5G BharatNet saturation, and telemedicine hubs. The Ministry reiterated that VVP operates with distinct budgetary demarcation without overlapping the existing Border Area Development Programme (BADP).
Border infrastructure management along the 3,488-kilometer Line of Actual Control (LAC across Western, Middle, and Eastern sectors), the strategic mandate of the Border Roads Organisation (BRO operating under the Ministry of Defence since 2015), Vibrant Villages Programme parameters, and dual-use frontier logistics are core syllabus components for UPSC Civil Services (GS-III: Security & Border Management) and CAPF Assistant Commandant examinations.
