NEW DELHI, October 6 — The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, on Tuesday approved comprehensive operational revisions and expanded financial assistance under the National Mission on Edible Oils – Oil Palm (NMEO-OP) to accelerate domestic crude palm oil output and curb import dependency.
Under the revised guidelines, the Cabinet reinforced the Viability Price (VP) mechanism designed to insulate domestic cultivators of Fresh Fruit Bunches (FFBs) from volatile international crude palm oil cycles. The formula ensures that if the industry payment falls below the pre-notified viability threshold based on domestic wholesale price indices, the central government directly transfers the price deficiency amount into cultivators' Aadhaar-linked accounts via Direct Benefit Transfer (DBT).
Special funding dispensations have been earmarked for the North Eastern States and the Andaman & Nicobar archipelago, where agro-climatic conditions are optimal for oil palm plantation. Capital subsidies for establishing modern mill processing units have been escalated to ₹5 crore per 5-tonne/hour facility, with industry partnerships incentivized through land aggregation easements and guaranteed off-take contracts.
India's agricultural import basket, the functioning of the Cabinet Committee on Economic Affairs, price deficiency payment mechanisms, and crop diversification strategies are integral subjects within UPSC Civil Services (GS-III: Agriculture), NABARD Grade A, and State PCS economics papers.
