PATNA, October 7 — The Bihar Public Service Commission (BPSC) on Wednesday published the comprehensive examination blueprint, detailed subject curriculum, and qualifying evaluation benchmarks for the recruitment of over 46,000 Head Teachers and Headmasters across state government schools on `bpsc.bih.nic.in`.
According to the official notification issued by the Commission's examination controller, the competitive assessment will comprise a single 150-mark objective Computer-Based/OMR assessment divided into two balanced modules: Part-I (General Studies, Indian Polity, and General Science – 75 marks) and Part-II (D.El.Ed./B.Ed. Pedagogical Methodologies and Child Development – 75 marks), administered across a 150-minute testing window without negative evaluation deductions.
The Commission stipulated statutory minimum qualifying thresholds aligned with Department of General Administration directives: 40 percent for Unreserved candidates, 36.5 percent for Backward Classes, 34 percent for Extremely Backward Classes, and 32 percent for SC, ST, PwBD, and female examinees. The examinations are scheduled to be administered across designated divisional centres in late November 2026.
Teacher eligibility frameworks, institutional management under the Right of Children to Free and Compulsory Education (RTE) Act 2009, and decentralized educational governance under NEP 2020 represent essential knowledge in BPSC, CTET, and state educational administrative exams. Candidates should note that under the Schedule to the RTE Act 2009, primary schools must maintain a normative Pupil-Teacher Ratio (PTR) of 30:1, while upper primary schools must observe a ratio of 35:1, alongside mandatory head-teacher appointments in institutions exceeding 100 students.
