NEW DELHI, October 10 — NITI Aayog in joint coordination with the Ministry of Health and Family Welfare (MoHFW) on Saturday operationalized a dedicated ₹1,500 crore 'Orphan Drug Research and Indigenous Manufacturing Fund' to catalyze domestic biopharmaceutical production of therapies for rare genetic and lysosomal storage disorders under the National Policy for Rare Diseases (NPRD).

Under the program architecture, domestic pharmaceutical producers and public research laboratories under CSIR and the Department of Biotechnology (DBT) will receive up to 50 percent capital co-financing for clinical trials and commercial scaling of enzyme replacement therapies (ERT) and mRNA/gene therapies targeting Spinal Muscular Atrophy (SMA), Gaucher's Disease, Pompe Disease, and Duchenne Muscular Dystrophy. Concurrently, digital disbursement protocols were streamlined to provide up to ₹50 lakh per patient across twelve designated Centres of Excellence (CoEs), led by AIIMS New Delhi.

NITI Aayog leadership emphasized that domestic biosimilar synthesis is projected to slash annual treatment costs by 80 to 90 percent compared to imported patented therapies, complementing the Union Government’s complete exemption of Basic Customs Duty (BCD) on personal imports of rare disease medicines.

The statutory framework of the National Policy for Rare Diseases 2021 (classifying rare disorders into Group 1 one-time curative, Group 2 long-term low-cost, and Group 3 high-cost chronic conditions), the pharmacological definition of 'Orphan Drugs', WHO prevalence thresholds for rare diseases, and gene editing technologies (CRISPR-Cas9 and viral vectors) are staple topics across UPSC Civil Services (GS-II: Public Health & Welfare; GS-III: Biotechnology).
