PRAYAGRAJ, October 10 — The Uttar Pradesh Public Service Commission (UPPSC) on Saturday issued comprehensive operational guidelines and examination center protocols for the Combined State / Upper Subordinate Services (UP PCS 2026) Preliminary Examination on its official portal (uppsc.up.gov.in).
Under the reformed testing charter aligned with the Uttar Pradesh Public Examination (Prevention of Unfair Means) Act, 2024, examination centers will be restricted exclusively to government degree colleges, state universities, and government-aided institutions across all 75 districts. Mandatory anti-rigging barriers include multi-stage Aadhaar biometric and iris authentication, AI-monitored CCTV live feeds to the central command room in Prayagraj, and color-coded tamper-evident digital locks on question paper trunks.
The two-session offline OMR screening test features General Studies Paper-I (150 questions, 200 marks) and General Studies Paper-II (CSAT, 100 questions, 200 marks). While CSAT remains qualifying in nature (requiring a minimum 33 percent score), merit shortlisting for the descriptive Main Examination is determined strictly by Paper-I scores after applying a 1/3rd negative penalty per wrong response.
Statutory provisions of the UP Public Examination Act 2024 alongside the central Public Examinations (Prevention of Unfair Means) Act 2024, constitutional provisions for State PSCs (Articles 315-323), and Uttar Pradesh specific demographic, historical, and agro-climatic zone data are indispensable preparation modules for UPPSC PCS, RO/ARO, and BPSC aspirants.
