NEW DELHI, October 19 — The Ministry of Housing and Urban Affairs (MoHUA) officially released the detailed operational and financial guidelines on Monday for the execution of 'Pradhan Mantri Awas Yojana - Urban 2.0' (PMAY-U 2.0), mobilizing an unprecedented total investment of ₹10 Lakh Crore.
Targeting the construction of 10 million (1 Crore) affordable homes over the next five years for Economically Weaker Sections (EWS), Lower Income Groups (LIG), and Middle Income Groups (MIG), the program commits ₹2.30 Lakh Crore in direct Central Government assistance. The guidelines structure interventions across four distinct verticals: Beneficiary-Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) for migrant workforces, and the Interest Subsidy Scheme (ISS) offering a 4% upfront interest rebate on home loans up to ₹35 lakh.
MoHUA made sole or joint female ownership mandatory for property registrations under the scheme, integrating mandatory climate-resilient construction guidelines, rooftop solar installations, and piped water linkages through convergence with the AMRUT 2.0 mission.
The administrative architecture of PMAY-Urban (launched in 2015 and transitioned to 2.0 in 2024), urban housing deficiency metrics, the role of HUDCO and National Housing Bank (NHB), and SDG-11 targets represent vital syllabus areas for UPSC GS-II (Social Justice) and GS-III (Economy).
