Finance and accounts posts in Andhra Pradesh are a quieter corner of the State recruitment map than the police or teaching posts, but they have a loyal following among commerce graduates. The work is steady, the syllabus is concrete, and the exams reward a candidate who can actually do accountancy. They also carry a confusing set of names. A Junior Accountant may sit in the Treasuries and Accounts Department, in a municipal accounts service or in a Works and Accounts department, and each of those has been recruited by a different notification. This guide sorts out the names, states plainly what is open and what is not, and builds a study plan from the official scheme.

As on 7 October 2026. There is no open APPSC notification for Junior Accountant or Senior Accountant in the A.P. Treasuries and Accounts Sub-Service. The last notification that carried those posts was Group-II Notification No. 11/2023 dated 7 December 2023. The one open notification that contains a treasury post is Group-I Notification No. 07/2026 dated 6 October 2026, which includes Assistant Treasury Officer / Assistant Accounts Officer (2 posts) and Assistant Audit Officer (15 posts), with online applications from 6 October 2026 to 27 October 2026. A separate recruitment, Notification No. 27/2025 for the A.P. Municipal Accounts Subordinate Service, has already reached the provisional selection list, announced by web note on 19 June 2026. Third-party websites have quoted a date and a vacancy figure for a new Group-II notification; no such notification appears on the Commission's notification page as on this date, and those figures are unconfirmed.

What the Treasuries and Accounts Department does

Treasuries are the State's cash counters and bookkeepers. The district treasury page of the Krishna district administration, published on the State's district portal, describes the work this way: auditing claims of government departments for non-works items against rules and procedure, paying pensions to retired State employees, handling retirement-related fund management, maintaining public financial records and passing revenue to local bodies. It lists the district office under a Deputy Director, with Treasury Officers, Assistant Treasury Officers and Sub Treasury Officers across the district's sub-treasuries, and notes that the Comprehensive Financial Management System, launched in 2018, runs the transactions.

The Group-II notification of 2023 shows a second side of the department. It advertised Senior Accountant posts in two branches: Branch-I at the level of Heads of Departments (a state-wide post) and Branch-II in the Treasuries and Accounts (District) Sub-Service (district posts). It also advertised Junior Accountant posts spread across a list of departments, each in the A.P. Treasuries and Accounts Sub-Service. In short, the department has a treasury wing that serves the public and employees at district level, and an accounts wing that keeps the books inside each major department.

The ladder of finance posts

Pay scales in the table are taken from the notifications named in the last column, and they use the 2022 revised pay scales printed there.

The pay scales show three entry levels: a clerical-grade accountant, a senior accountant at the same level as an auditor, and a gazetted-level officer entering through Group-I. The notifications do not say how a Junior Accountant is promoted. Promotion rules sit in the service rules, which could not be verified for this guide, so no promotion timeline or ratio is stated here.

The brief Group-I notification of 15 September 2026 listed Assistant Audit Officer at 14 posts and a total of 163. The detailed notification of 6 October 2026 lists Assistant Audit Officer at 15 posts and a total of 166. Use the detailed notification, because it is the document the Commission names as the crucial date for qualifications.

What Group-II 2023 offered in finance and accounts

The 2023 breakup is the best guide to what a future Treasuries notification may look like, because it was the most recent one for these posts. Vacancies are listed as carried forward (CF) and fresh. The mode column describes the area: state-wide, zonal or district.

The age limit was 18 to 42 on 1 July 2023 for all of these posts, with the age relaxations printed in the notification.

Junior Accountant by department. The 22 posts were distributed across departmental heads. The Directorate of Treasuries and Accounts had 7; the Directors General of Police had 2; the Director of Animal Husbandry 2; and one each was listed for the Commissioner and Director of Agriculture, the Commissioner and Director of School Education, the Commissioner of Printing, Stationery and Store Purchases, the Director of Social Welfare, the Commissioner of Fisheries, the Director of BC Welfare, the Director of Horticulture, the Commissioner of Intermediate Education, the Commissioner of Information and Public Relations, the Director of Juvenile Welfare and the Commissioner of Civil Supplies. That adds to 22. A candidate who learns that a Junior Accountant is posted to a particular directorate should know that the choice is made by the department's vacancy list, not by the candidate.

Senior Accountant (Districts) by district. The 12 posts were listed as local posts in ten districts: Srikakulam 1, Vizianagaram 1, Visakhapatnam 3, East Godavari 1, West Godavari 1, Krishna 1, Prakasam 1, Nellore 1, Anantapur 1 and Kadapa 1. The names are those of the districts in the notification, not of today's 28-district map. A candidate studying local status should read local status and reservation roster in AP, because a district post is open only to local candidates of that district.

Qualifications: read the column, not the headline

For the Senior Accountant posts in the Treasuries and Accounts Sub-Service, the 2023 notification required a degree in Commerce, Economics or Mathematics from a University Grants Commission recognised university, and two further things as alternatives: a pass in one of three certificate courses conducted by the State Board of Technical Education and Training (Office Automation; PC Maintenance and Trouble Shooting; Web Designing), or a degree in computer applications such as BCA, B.Sc (Computers), B.Com (Computers), B.A. (Computers) or B.Tech or B.E in computer science or information technology. The qualification column also carried a proviso extending eligibility in a way that refers to holders of other degrees from a particular date in 1979, which is why the column must be read in full instead of relying on a summary.

For the Junior Accountant posts, the 2023 notification asked for a degree, preferably in Commerce, Mathematics or Economics, with the same computer alternatives. The Senior Accountant (Works and Accounts) post asked for a degree without naming the subject. Assistant Section Officer (Finance) asked for a bachelor's degree with Economics, Commerce or Mathematics. Senior Auditor and Auditor each needed a degree.

For the municipal accounts posts in 27/2025, the qualification was a bachelor's degree in Commerce for all three posts, and every candidate had to qualify in the Computer Proficiency Test under G.O.Ms.No.26, General Administration (Ser-B) Department, dated 24 February 2023 before appointment.

For Group-I Assistant Treasury Officer and Assistant Audit Officer, the notification asks for a bachelor's degree from a recognised university or an equivalent qualification, with no named subject, as on the date of the detailed notification.

Age, fee and the usual relaxations

Age differs by notification, and it changed in September 2026. The Group-I detailed notification of 6 October 2026 prints a maximum of 44 years on 1 July 2026 for non-uniform posts, as per Rule 12 of the A.P. State and Subordinate Service Rules, 1996, read with G.O.Ms.No.187 and G.O.Ms.No.188 of the General Administration (Ser-A) Department dated 14 September 2026. The earlier limit was 42, and the 2023 Group-II and 2025 municipal accounts notifications still show 18 to 42 on their own cut-off dates. For any future accountant notification, the maximum will be the one printed in that notification. The common relaxations in these documents are five years for SC, ST and BC, ten years for persons with benchmark disabilities, service-based relaxation for ex-servicemen, up to five years for regular State Government employees, and three years for retrenched temporary employees in the State Census Department. The fee in the municipal accounts notification was Rs 250 as processing fee and Rs 80 as examination fee, with the examination fee exempted for SC, ST, BC, persons with benchmark disabilities, ex-servicemen, families with a white ration card in Andhra Pradesh and unemployed youth with the required declaration. The Group-I detailed notification prints Rs 250 as processing fee; its text version leaves the examination fee figure blank, so check the online form. Candidates from other States pay the fee and are not entitled to reservation.

Exam schemes you can actually plan against

No scheme has been notified for a new Junior Accountant recruitment, so the plan has to rest on the three official schemes that exist. All three carry the Commission's standard negative marking, one third of the marks for the question, under G.O.Ms.No.235, Finance (HR-I, Planning and Policy) Department, dated 6 December 2016.

Group-II style scheme (2023). The screening test is one paper of 150 questions, 150 minutes and 150 marks on General Studies and Mental Ability, with five blocks of 30 marks each: Indian history, geography, Indian society, current affairs and mental ability. The main examination has two objective papers of 150 marks each: Paper I on the social and cultural history of Andhra Pradesh and the Indian Constitution, and Paper II on the Indian and Andhra Pradesh economy, and science and technology. After the main examination, shortlisted candidates take a Computer Proficiency Test. Municipal Accounts scheme (27/2025). This is the closest thing to an accounts-specific paper that the Commission has published recently. The written examination is objective, offline and OMR based, at degree standard, with two papers: Paper I General Studies and Mental Ability, 150 questions, 150 minutes, 150 marks; Paper II Commerce (Accountancy, Cost and Management Accounting, Statistics and Information Technology, and Auditing), 150 questions, 150 minutes, 150 marks. Total 300 marks. Qualifying marks in aggregate are 40 per cent for open, ex-servicemen and EWS, 35 per cent for Backward Classes and 30 per cent for SC, ST and benchmark disabilities. A Computer Proficiency Test follows. Question papers are set in English and translated into Telugu, with the English version authentic in a dispute. The scheme is prescribed by Annexure-V of G.O.Ms.No.201, Finance (HR-I, Planning and Policy) Department, dated 21 December 2017.

Group-I scheme (07/2026) for the officer posts. The screening test has two papers of 120 questions, 120 minutes and 120 marks each: Paper I General Studies (history and culture; constitution, polity, social justice and international relations; Indian and Andhra Pradesh economy and planning; geography, at 30 marks each) and Paper II General Aptitude (general mental ability, administrative and psychological abilities for 60 marks; science and technology for 30; current events for 30). Candidates admitted to the main examination are 50 times the vacancies, irrespective of community. The main examination is descriptive: qualifying papers in Telugu and English of 150 marks each, five papers of 150 marks (general essay; history, culture and geography; polity, constitution, governance, law and ethics; Indian and Andhra Pradesh economy and development; science, technology and environmental issues), and an interview of 75 marks. The marks counted for merit total 825. Minimum qualifying marks in aggregate are 40, 35 and 30 per cent for open, Backward Class and SC, ST and benchmark disability candidates.

Computer Proficiency Test. For the municipal accounts posts and for Group-II, the test is a practical examination of 100 marks and 60 minutes, with minimum qualifying marks of 30 for SC, ST and benchmark disabilities, 35 for BC and 40 for open candidates. Part A is objective and carries 20 per cent. Part B is computer based: a formatted document with a table and images and mail merge, a typing speed element (25 per cent, and the notification says it may be made mandatory for qualifying), organising objects (15 per cent), a spreadsheet with formulas and charts (20 per cent) and a presentation (20 per cent). Candidates must save the files in a folder named with the hall ticket number on the desktop, and failing to follow the saving procedure makes the candidate ineligible to be declared to have passed.

The commerce syllabus, unit by unit

The municipal accounts notification gives the most complete commerce syllabus the Commission has published recently, and a Treasuries recruitment that uses a subject paper is likely to resemble it, though that is a prediction, not a notified fact. It runs to 20 units in four groups, and each group needs its own method.

A. Accountancy (units I to X). Basic accounting concepts, double entry, journal, ledger; bank reconciliation statement; trial balance and final accounts; depreciation, provisions and reserves; hire purchase and instalment purchase; company accounts for shares and debentures; accounting standards and valuation of goodwill; valuation of shares; company final accounts; amalgamation and internal reconstruction. This group is the heaviest, and about half the effort should go here.

B. Cost and management accounting (units XI to XIII). Elements of cost, inventory control (stock levels, EOQ, ABC analysis), pricing of issues (FIFO, LIFO, average), wage plans (Halsey, Rowan, Taylor's piece rate), overheads; marginal costing and break-even analysis; budgets, budgetary control and variance analysis for material and labour.

C. Statistics and information technology (units XIV to XVII). Averages and dispersion, skewness, introduction to computers, communication concepts, internet and e-commerce, accounts in a computerised environment.

D. Auditing (units XVIII to XX). Meaning, types, auditor's qualifications and rights, planning, internal check and control, report writing and audit certificates.

Worked examples for the numerical units

The best way to settle a unit is to do one example by hand until you can do it in under two minutes. These are original numbers.

Bank reconciliation. The cash book shows a bank balance of Rs 48,500. Cheques issued for Rs 6,200 have not been presented, cheques deposited for Rs 4,000 have not been credited, the bank has charged Rs 150 that is not in the cash book and has credited interest of Rs 600 that is not in the cash book. Corrected cash book balance: 48,500 - 150 + 600 = 48,950. Pass book balance: 48,950 + 6,200 - 4,000 = 51,150.

Depreciation. A machine costs Rs 2,00,000 with a scrap value of Rs 20,000 and a life of five years. Under the straight line method the yearly charge is (2,00,000 - 20,000) / 5 = Rs 36,000. Under the diminishing balance method at 20 per cent, year one is Rs 40,000, year two is 20 per cent of Rs 1,60,000, which is Rs 32,000, and the book value at the end of year two is Rs 1,28,000.

Break-even. The selling price is Rs 50 per unit, variable cost Rs 30 and fixed cost Rs 1,20,000. Contribution is Rs 20 per unit, break-even is 1,20,000 / 20 = 6,000 units, break-even sales are Rs 3,00,000 and the profit-volume ratio is 40 per cent.

Economic order quantity. Annual demand is 4,800 units, ordering cost Rs 150 per order and holding cost Rs 12 per unit per year. EOQ is the square root of (2 x 4,800 x 150 / 12), which is the square root of 1,20,000, about 346 units.

Dispersion. For the data 4, 6, 8, 10, 12 the mean is 8, the squared deviations are 16, 4, 0, 4 and 16, the variance is 8, the standard deviation is about 2.83 and the coefficient of variation is about 35.4 per cent.

Negative marking. In a 150-mark paper, a candidate who attempts 120 questions, with 96 right and 24 wrong, scores 96 - (24 / 3) = 88 marks. A random guess among four options has an expected value of zero, and so guessing among four options is neutral, while eliminating one option makes guessing slightly favourable.

A 12-week plan for a commerce graduate

Because no Junior Accountant date is announced, the plan assumes that the next recruitment resembles the municipal accounts scheme. If the notification turns out to be a Group-II style general studies scheme, weeks 5 to 8 are replaced by the Group-II plan.

  1. Weeks 1 and 2: Accounting basics, journal, ledger, trial balance and final accounts, with ten problems each.
  2. Weeks 3 and 4: Bank reconciliation, depreciation, provisions, hire purchase, and a first mock for Paper II.
  3. Weeks 5 and 6: Company accounts (shares and debentures), goodwill and share valuation.
  4. Week 7: Amalgamation and reconstruction, and company final accounts.
  5. Week 8: Cost accounting: inventory, wages, overheads, marginal costing, budgets and variances.
  6. Week 9: Statistics and information technology, with the computer concepts.
  7. Week 10: Auditing theory and report writing.
  8. Week 11: General studies: Andhra Pradesh history, the polity chapters, the AP economy and current events, using the existing AP economy notes and polity notes.
  9. Week 12: Two full-length timed mocks of 300 marks, followed by two sessions on the practical computer test.

Daily, set aside twenty minutes for typing and spreadsheet practice. The computer test is a qualifying hurdle that eliminates candidates who had cleared the written paper.

Common exam traps

  • Assuming a new Junior Accountant notification exists because a third-party site quotes a date.
  • Mixing the Treasuries Junior Accountant with the Municipal Accounts Junior Accountant: the recruiting service, the posts and the districts differ.
  • Skipping the certificate course or computer degree requirement for the Treasuries posts, then finding the application incomplete.
  • Treating a district post as open to everyone. The district posts are for local candidates of those districts.
  • Using the 42-year age limit from older notifications instead of the limit printed in the current one.
  • Ignoring the negative marking, which is one third of the question marks.
  • Neglecting the Computer Proficiency Test until after the written result.
  • Reading the brief Group-I notification instead of the detailed one for vacancy numbers.

Is there an open notification for Junior Accountant in the Treasuries Department? No notification of that kind was found on the Commission's page on 7 October 2026. The last one was Group-II 11/2023.

Can I apply for Assistant Treasury Officer now? The post is in the open Group-I Notification 07/2026, with applications from 6 to 27 October 2026. The qualification is a bachelor's degree, and the age limit printed is 18 to 44 on 1 July 2026 for non-uniform posts.

What is the difference between Junior Accountant in Treasuries and in Municipal Accounts? They are separate services with separate notifications. Treasuries accountants belong to the A.P. Treasuries and Accounts Sub-Service; municipal accountants belong to the A.P. Municipal Accounts Subordinate Service.

Does the Commission hold a separate subject exam for accountants? Group-II 2023 used a general studies scheme for the accountant posts. The municipal accounts notification used a Commerce paper. A future notification will state the scheme, so do not assume.
