NEW DELHI, October 7 — The University Grants Commission (UGC) on Wednesday notified the definitive operational guidelines harmonizing the National Higher Education Qualifications Framework (NHEQF) with the comprehensive National Credit Framework (NCrF), establishing structural parity between general scholastic learning and vocational skill training.
Under the unified qualification blueprint formulated pursuant to the National Education Policy (NEP 2020), higher educational institutions are mandated to implement standardized credit ladders spanning Levels 4.5 through 8 of the NHEQF. The framework empowers learners to accumulate, transfer, and redeem credits earned across traditional university coursework, certified apprenticeships, and recognized MOOC platforms (such as SWAYAM) directly through their Aadhaar-authenticated Academic Bank of Credits (ABC) repository linked to APAAR IDs.
The regulatory architecture formally standardizes the Multiple Entry and Multiple Exit System (MEES) across undergraduate curricula: awarding an Undergraduate Certificate upon completing one academic year (40 credits), an Undergraduate Diploma at the end of two years (80 credits), a traditional Bachelor's Degree after three years (120 credits), and a 4-year Bachelor's Degree with Honours/Research upon completing 160 credits.
Educational governance reforms under NEP 2020, statutory functions of the University Grants Commission under the UGC Act of 1956, and digital public infrastructure in education (ABC, APAAR, and SWAYAM) represent essential knowledge across UGC-NET Paper-I and UPSC Civil Services (GS-II: Social Justice & Education). Candidates should note that the Academic Bank of Credits was formally operationalized under the UGC (Establishment and Operation of Academic Bank of Credits in Higher Education) Regulations, 2021, to facilitate learner-centric inter-institutional mobility.
