MUSCAT, October 9 — The Ministry of Commerce and Industry in coordination with the Ministry of External Affairs on Friday announced the successful conclusion of text negotiations for the India-Oman Comprehensive Economic Partnership Agreement (CEPA), marking India's second landmark free trade pact within the Gulf Cooperation Council (GCC) following the UAE CEPA.
Under the agreed tariff liberalization schedule, Oman will eliminate customs import duties on over 98 percent of Indian tariff lines—unlocking substantial competitive export margins for domestic engineering goods, textiles, pharmaceuticals, gems and jewellery, processed foods, and refined petroleum. In reciprocal concessions, India will grant tariff rationalization on upstream inputs, notably petrochemicals, urea fertilizers, and liquefied natural gas (LNG).
Government officials emphasized that beyond commercial goods, the agreement codifies reciprocal investment protections and strategic access to the deep-water Port of Duqm, situated outside the volatile choke point of the Strait of Hormuz. Bilateral trade between both nations is projected to expand from the present \$12.5 billion to surpass \$25 billion over the next five years.
Bilateral Free Trade Agreements (FTAs and CEPAs), Rules of Origin criteria, the Gulf Cooperation Council (GCC founded in 1981 in Riyadh), maritime choke points (Strait of Hormuz and Bab-el-Mandeb), strategic infrastructure access (Duqm Port maritime logistics), and the India-Middle East-Europe Economic Corridor (IMEC) are recurring themes across UPSC Civil Services (GS-II: International Relations & GS-III: External Trade).
