Background and context
Telugu-speaking people lived under different governments before 1956. Most of the coast and Rayalaseema was in the Madras Presidency and then Madras State. Telangana belonged to the princely state of Hyderabad. The story of "firsts" in this chapter is the story of how these parts came together and how they were later divided again.
The key point for students is simple: a "first" belongs to one body. There are at least five bodies in this chapter.

- 3. Andhra State, the Telugu-speaking state of 1953 to 1956.
- 4. The united Andhra Pradesh, formed on 1 November 1956.
- 5. Telangana and the residual Andhra Pradesh, formed on 2 June 2014.
A wrong option in an exam is often the right person for a different body. That is why this chapter is built on offices and holders, and not on a story from year to year.
How the first offices came about
The demand for a Telugu state was strong from the early twentieth century. It became a crisis when Potti Sreeramulu fasted and died in December 1952. Unrest followed, and Prime Minister Jawaharlal Nehru announced the new state. Andhra State was created on 1 October 1953 from the Telugu districts of Madras State. Kurnool was its capital. It had the coastal districts and Rayalaseema, and it is counted as the first state in India formed on a language basis.
On 1 November 1956, after the States Reorganisation Act, the Telugu-speaking parts of Hyderabad State joined Andhra State. The merged state was named Andhra Pradesh. The other parts of Hyderabad State went to Bombay State and to Mysore State (today in Maharashtra and Karnataka). The Nizam of Hyderabad had earlier accepted the Constitution of India by a firman on 24 November 1949, and became the Rajpramukh when India became a republic on 26 January 1950.
Fifty-eight years later the Andhra Pradesh Reorganisation Act, 2014 split the state again. Parliament passed it in February 2014: the Lok Sabha on 18 February and the Rajya Sabha on 20 February. The President gave assent on 1 March, and the "appointed day" was 2 June 2014.

Read the table once as a ladder. Madras State gave the first leaders. Hyderabad had Vellodi and then Burgula. Andhra State had Prakasam and then Gopala Reddy. Andhra Pradesh began with Sanjiva Reddy. After 2014, Telangana had K. Chandrashekar Rao and the residual state had Chandrababu Naidu.
Tanguturi Prakasam: the first Chief Minister of Andhra State
The name Andhra Kesari, the "Lion of Andhra", came to Tanguturi Prakasam in 1928. During the protest against the Simon Commission in Madras he is reported to have bared his chest before armed police and dared them to shoot. He had been born on 23 August 1872 at Vinodarayunipalem, into a family of hereditary village accountants and landholders. He qualified as a pleader in 1901 and was called to the bar in 1907. Gandhi's call for non-cooperation drew him into the national movement in 1921, and that year he began the daily *Swarajya* to spread its message. In 1930 he led the salt march from Devarampadu, in step with Gandhi's march to Dandi.
Office came to him as well. He served as Revenue Minister under C. Rajagopalachari in 1937 to 1939, and as Premier of Madras Province from 30 April 1946 to 23 March 1947, a term in which he pushed for the end of the zamindari system, ended in law in 1948. On 1 October 1953 he became the first Chief Minister of Andhra State, but a no-confidence motion passed by a single vote brought his government down in November 1954.
He died on 20 May 1957 in Hyderabad. Many things carry his name: Prakasam Barrage on the Krishna at Vijayawada, completed in 1957, and Prakasam district with its headquarters at Ongole. The district was formed on 2 February 1970 as Ongole district and renamed Prakasam in 1972, so formation is 1970 and the naming is 1972. The Andhra Kesari University at Ongole was set up in 2022.
Neelam Sanjiva Reddy: first Chief Minister of Andhra Pradesh
Sanjiva Reddy ended his career as the only President of India elected without a contest, serving from 25 July 1977 to 25 July 1982. He is often called the first Telugu President, though V. V. Giri (1969-74) also came from a Telugu family. His path began at Illur, in Anantapur area of the Madras Presidency, where he was born on 19 May 1913. He went to the Theosophical High School in Madanapalle and then to the Arts College in Anantapur, where he joined the freedom struggle and was jailed twice.
He entered the Madras Legislative Assembly in 1946. In Madras State his ministries included prohibition, housing and forests, and in Andhra State he was Deputy Chief Minister in 1953 to 1954, under both Chief Ministers. In 1956 he became the first Chief Minister of the new Andhra Pradesh, a post he held from 1956 to 1960 and again from 1962 to 1964. Between the two terms he presided over the Indian National Congress, in 1960 to 1962. The Union government then gave him charge of steel, mines, transport and aviation from 1964 to 1967, and he was Speaker of the Lok Sabha from 1967 to 1969.
In 1975 he joined the movement led by Jayaprakash Narayan. In 1977 he won a seat in Parliament as a Janata Party candidate, and in that same year he became President. He died on 1 June 1996 at Bangalore.
Questions may write his name as "N. Sanjiva Reddy" or "Sanjiva Reddy". Do not mistake him for another Reddy of the same period. Bezawada Gopala Reddy was the second Chief Minister of Andhra State, and the two were different people.
C. M. Trivedi: the constant Governor
Trivedi is the example of a Governor who outlasted a state. Chandulal Madhavlal Trivedi belonged to the Indian Civil Service (exam passed 1916, joined 1917), and his early years were spent in the Central Provinces, including a term as chief secretary. He then held two governorships as a first Indian: Odisha, from April 1946 to August 1947, and Punjab, from 15 August 1947 to 11 March 1953. Next came Andhra State, where he was the only Governor in its three years of life. He stayed on as the first Governor of the new Andhra Pradesh in 1956, until August 1957. In 1963 he served briefly as Deputy Chairman of the Planning Commission.
The lesson is clear. A Governor is not part of the elected government. He is appointed. That is why one person could serve both Andhra State and Andhra Pradesh across the same date of merger.
Hyderabad State leaders
Hyderabad State is a separate path. After the Police Action of September 1948, called Operation Polo, the Nizam's army gave up on 17 September 1948. India then ran the state through a military government headed by Major General J. N. Chaudhuri. M. K. Vellodi came as the first Chief Minister under Indian direction. After the first general election of 1952 the people chose their own government, and Burgula Ramakrishna Rao became the first elected Chief Minister. The Nizam remained as Rajpramukh until the state was divided in 1956.

It helps to place the offices on one line, because the order is a common question.

Notice that Sanjiva Reddy was Deputy Chief Minister in Andhra State before he was Chief Minister of the larger state. His career therefore links the two bodies. In the same way, Trivedi's term links them from the side of the Governor. Prakasam, in contrast, had earlier led the Madras government, so he held a Chief Minister's post in two different bodies. Careful readers should not call him the first Chief Minister of the Madras Presidency, a claim the sources do not make. He is the first Chief Minister of Andhra State.

The 2014 Act gave the Governor extra duties. Hyderabad was to be the permanent capital of Telangana and a common capital of Andhra Pradesh for not more than ten years. Section 7 deals with a common Governor for the two states. Section 8 gives the Governor a special responsibility for the security and law and order of the common capital. The new capital of Andhra Pradesh was named Amaravati on 1 April 2015, in the area between Vijayawada and Guntur.
Society, politics and leaders beyond the first posts
Two more names appear in this chapter. N. T. Rama Rao founded the Telugu Desam Party, and M. Chenna Reddy was the leader of the Telangana Praja Samithi and of the Jai Telangana agitation of 1969. These two bodies reflect two strong currents: regional pride in Andhra, and the Telangana demand for a state of its own. The same demand returned and led to the 2014 Act.
Newspapers helped carry political ideas. Prakasam's *Swarajya* is one example. Politicians of the time often came from the legal profession and from the freedom movement, and the first Chief Ministers of the Telugu states were leaders of the Congress who had been jailed or had left careers to join Gandhi's calls.
Decline, legacy and sites to know
The first Chief Ministers did not rule for long. Prakasam held office for about thirteen months. Sanjiva Reddy's two terms were the longest of the early period. Their names live on in public places.
