AMARAVATI, October 9 — The World Bank and the Asian Development Bank (ADB), in tripartite coordination with the Department of Economic Affairs (DEA), Ministry of Finance, have finalized a $1.8 billion (approx. ₹15,000 crore) multi-tranche sovereign lending package dedicated to constructing sustainable core urban infrastructure across the Amaravati Capital City region.
Executed through the Andhra Pradesh Capital Region Development Authority (APCRDA), the concessional development loan finances arterial and sub-arterial transit corridors, smart underground multi-utility utility ducts, flood resilience retaining reservoirs (specifically regulating Kondaveeti Vagu and Pala Vagu discharges into the Krishna River), and decentralized solid waste treatment complexes. The state government confirmed that structural tenders for the permanent Legislative Assembly, High Court, and Secretariat Iconic Towers will be processed within the current financial quarter.
Urban planners highlighted that Amaravati remains globally notable for executing the Land Pooling Scheme (LPS), aggregating over 33,000 acres from farmers without compulsory land acquisition disputes.
The legislative framework of the APCRDA Act 2014, Land Pooling Rules, Section 94 of the Andhra Pradesh Reorganisation Act 2014 (mandating Union Government financial assistance for the new capital city), and multilateral financing mechanics (IBRD, IDA, and ADB terms) are focal subject matters across APPSC Group-I, Group-II, and assistant municipal commissioner recruitment tests.
