NEW DELHI, October 13 — The Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Personnel, Public Grievances and Pensions, on Tuesday released the finalized edition of the National e-Governance Service Delivery Assessment (NeSDA 2026), evaluating digital government accessibility across states, Union Territories, and central ministries.
According to the comprehensive audit findings, Kerala maintained its apex ranking among states by achieving full saturation in mandatory and voluntary public e-services across all core sectors, while Jammu and Kashmir retained top honors among Union Territories for delivering over 1,100 citizen-facing services via unified faceless single-window architectures. Among central ministries, the Ministry of Finance and the Ministry of Home Affairs posted the highest composite scores for cross-departmental integration and transactional security.
DARPG officials underscored that NeSDA 2026 evaluated portals across seven rigorous parameters: accessibility, content availability, ease of use, information security and privacy, end-to-end service delivery, integrated service delivery, and status & request tracking. Nationwide, over 95 percent of routine citizen licensing, certification, and utility payment workflows have now transitioned into faceless and paperless formats.
The policy evolution of the National e-Governance Plan (NeGP launched in 2006), the NeSDA evaluation framework (instituted by DARPG in 2019), the nine pillars of Digital India, e-Kranti (electronic delivery of services), and the Good Governance Index (GGI commemorated on December 25) are central analytical areas across UPSC Civil Services (GS-II: Governance, Transparency & e-Governance) and State Administrative exams.
