NEW DELHI, October 4 — Under the aegis of the Department of Administrative Reforms and Public Grievances (DARPG), the Government of India has formally rolled out "Special Campaign 4.0" across all Central Ministries, attached departments, public sector enterprises, and autonomous bodies from October 2 to October 31, 2026.
The pan-India initiative is engineered to institutionalize workplace cleanliness, minimize bureaucratic pendency—including Parliamentary assurances, references from State Governments, and public grievances—and execute record-management drives to weed out obsolete physical files. Previous editions of the Special Campaign liberated tens of millions of square feet of valuable prime office space while generating upwards of ₹2,500 crore in non-tax revenue through the auction of industrial and institutional scrap.
Union Minister of State for Personnel Dr. Jitendra Singh reviewed early preparedness, noting that Special Campaign 4.0 prioritizes decentralized field formations, including remote post offices, railway stations, and border customs posts. A dedicated live portal (`scdpm.nic.in`) conducts real-time tracking of scrap disposal metrics and grievance resolution milestones.
Good governance metrics, civil service accountability mechanisms, and public administration reforms are high-frequency themes in UPSC GS Paper II (Governance) and administrative service exams. Candidates should remember that DARPG serves as the nodal department coordinating the annual Special Campaign initiative, launched annually on Gandhi Jayanti.
