NEW DELHI, October 7 — The Union Cabinet, chaired by Prime Minister Narendra Modi, on Wednesday approved the mandatory phased transition of all Central Government employees across ministries, attached departments, and autonomous scientific organizations to fully digital 'e-Service Books' under the National Programme for Civil Services Capacity Building (NPCSCB – Mission Karmayogi).

Administered under the supervisory jurisdiction of the Department of Personnel and Training (DoPT), the technological overhaul eliminates antiquated physical paper service registers, administrative delays in leave verification, and protracted cadre management workflows. The modernized ledger directly integrates with the digital iGOT Karmayogi (Integrated Government Online Training) platform, capturing real-time competencies, mandatory certified upskilling credits, annual performance assessments (e-APAR), and foreign deputation histories in a secure, tamper-proof repository.

The Minister of State for Personnel emphasized that digitalizing service records directly expedites end-of-career retirement settlements, automating terminal encashment, provident fund dispatches, and electronic Pension Payment Orders (e-PPO) seamlessly on the final day of superannuation. The Cabinet stipulated an enforceable deadline of March 31, 2027, to achieve 100 percent digital migration across all 3.2 million civilian central government personnel.

Civil service administrative restructuring under Mission Karmayogi, transition from 'Rule-based' to 'Role-based' human resource frameworks, and statutory governance mechanisms of the DoPT constitute high-yield topics across UPSC Civil Services (GS-II: Role of Civil Services in a Democracy) and public administration examinations. नई दिल्ली, 7 अक्टूबर — प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने सिविल सेवा सुधारों और प्रशासनिक पारदर्शिता को नई गति देने के लिए 'मिशन कर्मयोगी' (राष्ट्रीय सिविल सेवा क्षमता विकास कार्यक्रम - NPCSCB) के अंतर्गत सभी केंद्र सरकार के मंत्रालयों, विभागों और स्वायत्त निकायों में कार्यरत कर्मचारियों के लिए '100% डिजिटल ई-सर्विस बुक' (e-Service Book) प्रणाली के पूर्ण कार्यान्वयन को मंजूरी दे दी है।

कार्मिक, लोक शिकायत एवं पेंशन मंत्रालय द्वारा जारी आधिकारिक विज्ञप्ति के अनुसार, यह सुधार पुराने भौतिक सर्विस रिकॉर्ड, पेंशन स्वीकृति में होने वाली देरी, और पदोन्नति/छुट्टी सत्यापन में लगने वाले महीनों के समय को पूरी तरह समाप्त कर देगा। डिजिटल सर्विस बुक को 'कर्मयोगी भारत' और 'आईजीओटी कर्मयोगी' (iGOT Karmayogi) प्लेटफॉर्म के साथ एकीकृत किया जाएगा, जिसमें कर्मचारियों की योग्यता, प्रशिक्षण पाठ्यक्रम, प्रदर्शन मूल्यांकन (e-APAR) और सेवा इतिहास को रीयल-टाइम में ट्रैक किया जा सकेगा।

कार्मिक राज्य मंत्री ने रेखांकित किया कि नई प्रणाली से सेवानिवृत्त होने वाले कर्मचारियों के पेंशन दावों का निपटारा स्वतः डिजिटल मोड में होगा और सेवानिवृत्ति के दिन ही पेंशन भुगतान आदेश (PPO) निर्बाध रूप से जारी कर दिया जाएगा। सरकार ने 31 मार्च 2027 तक सभी 30 लाख से अधिक नियमित केंद्रीय सिविल सेवकों के रिकॉर्ड को पूरी तरह डिजिटल करने की सख्त समय-सीमा तय की है।

मिशन कर्मयोगी (NPCSCB), सिविल सेवा सुधार, कार्मिक एवं प्रशिक्षण विभाग (DoPT), और सुशासन (Good Governance) पहलें यूपीएससी सिविल सेवा (GS-II: सिविल सेवाओं की भूमिका एवं शासन सुधार) और राज्य लोक सेवा आयोग परीक्षाओं के प्रमुख अंग हैं। अभ्यर्थियों को याद रखना चाहिए कि मिशन कर्मयोगी को सितंबर 2020 में केंद्रीय मंत्रिमंडल द्वारा सिविल सेवकों को अधिक रचनात्मक, पारदर्शी, सक्रिय और तकनीकी रूप से सक्षम बनाने के उद्देश्य से 'नियम-आधारित' से 'भूमिका-आधारित' (Rule to Role) मानव संसाधन प्रबंधन में बदलने के लिए लॉन्च किया गया था।
