SINGAPORE, October 9 — The Ministry of Electronics and Information Technology (MeitY) in bilateral coordination with the Ministry of Trade and Industry of Singapore on Friday signed an expansive Memorandum of Understanding (MoU) to anchor semiconductor supply chain resilience, talent exchange, and advanced cross-border Digital Public Infrastructure (DPI) integration.
Under the institutional framework, leading Singaporean semiconductor packaging, testing, and specialty chemical equipment providers will accelerate direct foreign investments and technology transfer across nascent Indian fabrication and packaging hubs designated under the India Semiconductor Mission (ISM)—specifically the commercial mega-fabs in Dholera, Gujarat, and advanced OSAT/ATMP units in Morigaon, Assam. Both sides committed to launching collaborative specialized training curricula for silicon chip design engineers.
The bilateral dialogue also reviewed the operational performance of the real-time UPI-PayNow linkage, noting a 300 percent surge in cross-border retail and worker remittances over the past twelve months. Both governments pledged to spearhead cybersecurity harmonization across Southeast Asian cross-border data corridors.
The institutional framework of the India Semiconductor Mission (ISM established under MeitY with a ₹76,000 crore outlay), semiconductor supply chain hierarchies (front-end wafer fabrication vs back-end OSAT/ATMP packaging), India-Singapore Comprehensive Economic Cooperation Agreement (CECA 2005), and global chip geopolitics (US CHIPS Act, Taiwan concentration risk) are central pillars for UPSC Civil Services (GS-II: International Relations & GS-III: Science, Tech and Industrial Policy).
