17 | Exploration, lease and production permissions

Mineral development proceeds through exploration, resource estimation, licensing or lease, clearances, mine development and extraction. An auction or letter of intent is an administrative milestone, not a geological discovery or a trainload of ore. An environmental clearance is permission subject to conditions, not a certificate that a plant is complete. A production statistic records material actually extracted in a period. Put these stages in order before memorising a project headline. In MCQs, the wrong option often promotes a proposal by two or three stages with one optimistic verb such as “opened.”

Worked example: A company receives a mining lease after exploration but before full production. The lease is an administrative permission with conditions, not a guaranteed tonnage. Environmental clearance and operating consent can have their own stages. On the study ladder, put geological finding, approved lease, commissioned mine and reported output in order. This prevents a press release from becoming a false completion claim.
