32 | Institutional and grassroots recognition

National sport also relies on schools, universities, federations, public-sector employers, state authorities and district bodies. Ministry reports list wider award categories and programmes, while a district administration records selections and local events. Institutional recognition is not necessarily an individual athlete's medal. A school-games certificate, a state coaching appointment and an Olympic podium each have different issuers and evidentiary strength.

For AP SI/Constable questions, distinguish what the awarding institution can verify. An AP district document may confirm that a district-level meet took place. It cannot by itself establish a BWF world title. Conversely, a federation's ranking page cannot prove that an AP district authority opened a new ground. When a certificate or quota is at issue, check the applicable government order and eligible sport/event list for the relevant year. A policy aspiration is not an eligibility certificate.

Worked example: An institution may receive grassroots recognition for sports promotion. That is not an Olympic medal and does not make every trainee an international winner. For a district programme, compare policy target, actual enrolment and verified competition results. Each has a different issuing source and level of achievement. Avoid a 'best district' claim without a defined award category.
