Do not infer a final legal entitlement from a project’s designed transfer capacity. For AP Police exams, the stable facts are river, route concept and key project nodes. Check current tribunal, agreement or government order for precise allocation questions.
Worked example: Inter-state questions involve allocation, upstream storage and legal arrangements beyond AP's district map. Inter-basin transfer asks whether water crosses watershed boundaries through engineered links. A project can be involved in both. For example, discussing a Godavari-to-Krishna route is not the same as deciding an interstate entitlement. State the physical route first, then identify the legal or administrative claim and its governing document.
